*Security Council Outraged by the 2nd Plane Downed in Angola
The United Nations Security Council on Monday was outraged by the disappearance of a second UN-chartered plane over the territory held by Angolan rebels, Security Council president for the month of January Celso Amorim said.
Amorim called on all the related sides to cooperate comprehensively with the UN observers commission to Angola so as to launch the rescuer work.
* UNITA Forces Start Siege to Northern Angolan Province
Angolan military sources revealed that the rebel National Union for the Total Independence of Angola (UNITA) started to barrage and lay siege to Malanje, capital of the northern Malanje Province early Tuesday morning, killing several dozen civilians and wounding many others.
